Summary

The Illinois Commerce Commission unanimously approved a Notice of Inquiry ("NOI") on September 24, 2018 as a vehicle for gathering information and opinions from stakeholders on electric vehicles ("EVs") to help the Commission identify issues, potential challenges, and opportunities in EV deployment.

The EV NOI proceeding is not a rulemaking and is non-decisional in nature. Information gathered may or may not form the basis for the initiation of a rulemaking or for other purposes. The EV NOI is an instrumental tool for studying and understanding the technical, financial, and policy implications of electric vehicles.

Acting Commissioner Palivos is leading the inquiry. The EV NOI follows two Commission Policy Sessions on Transportation electrification held in April 2018 and September 2018 by Acting Commissioner Palivos.

The EV NOI will allow for more stakeholder consideration and participation to discuss important issues such as how to effectively integrate EVs into the current electric system, how to treat charging infrastructure from an ownership perspective, how to determine appropriate rate structures, and how to encourage efficient EV charging practices to support grid stability. Regarding Submissions

The last day to submit reply comments was November 16, 2018. The Commission is no longer accepting submissions with regards to this inquiry.

The Commission’s rules with respect to Notice of Inquiries are found in 2 III. Adm. Code 1700, subpart D.

Interested persons and entities had to submit an original and three copies of all comments, reply comments, and other documents to the Chief Clerk’s Office, Illinois Commerce Commission Office, 527 E. Capitol Avenue, Springfield, IL 62701. Participants were also asked to email submissions in electronic form to ICC.EVNOI@illinois.gov.

Copies of all documents filed in the proceeding are available for public inspection at the Chief Clerk’s office in Springfield and the Commission's Chicago office. In addition, copies of all documents are posted below.
