The Public Education and Enforcement Research Study (PEERS) initiative's goal is to implement
a variety of sustained education and enforcement programs and use control sites quantitatively
measure the before and after change in the motoring public's adherence to traffic safety laws.
The Illinois Commerce Commission (ICC) has primarily been responsible for the development and
implementation of the project as a whole, including the distribution and administration of the
education and enforcement grants, while the Federal Railroad Administration (FRA) has primarily
been responsible for the violation data collection and analysis to determine the effectiveness
of the education and enforcement campaign.
