In August 2008, the Office of Retail Market Development put out a request for comments on a wide range of topics
associated with a competitive retail electricity market. Click here for the comments filed in response to the request.
As a result of the comments received from interested parties, the Office of Retail Market Development compiled an
initial Straw Man proposal of additional requirements for retail electric suppliers serving residential and small commercial
customers. Parties were given an opportunity to provide written suggestions on the initial Straw Man proposal and the
ORMD subsequently issued a revised Straw Man and invited interested parties again to provide written input. Below
are the suggestions received on the initial Straw Man as well as the suggestions received in response to the revised
Straw Man (Version 1.2)
In its August 19, 2009 Order in ICC Docket Nos. 08-0619/0620/0621 (cons.), the Commission directed staff to submit a
proposed First Notice Rule of consumer protections and education measures resulting from the ORMD workshop process.
On September 25, 2009, the ORMD circulated a draft First Notice Rule to interested parties. The draft First Notice Rule
used the latest Straw Man proposal as a starting point for the proposed rules. Parties were given an opportunity to
provide comments in writing as well as in person at the September 30/October 1 ICC workshop. As a result of the
comments and suggestions received, the ORMD distributed a revised draft First Notice Rule to interested parties on
October 9, 2009 and asked for feedback by October 19, 2009. Both the initial and revised drafts of the proposed First
Notice Rule as well as all comments received are listed below.
