Annual Utility Supplier Diversity Reports

Section 5-117 of the Public Utilities Act 220 ILCS 5/5-117, effective on August 26, 2014, requires regulated gas, electric, and water utilities that have 100,000 customers or more to submit annual reports “on all procurement goals and actual spending for minority-owned, women-owned, veteran-owned, and small business enterprises in the previous calendar year,” and the utilities’ plan for implementing and realizing their goals for the following year. Section 5-117 reports are due annually on April 15th, beginning in 2015. Section 5-117 also requires the ICC and participating utilities to hold an Annual Policy Meeting that is open to the public on the subject of supplier diversity. The policy meeting will follow submission of the April 15th reports.

The Commission has invited organizations not required to file annual supplier diversity reports pursuant to Section 5-117 to do so voluntarily. Those reports can be found here

Annual Utility Report on Work Performed by Minority, Women, Veteran-Owned and Small Business Enterprises

Prior to the passage of P.A. 98-1056 enacting Section 5-117, regulated gas and electric utilities that with 100,000 customers or more were required, pursuant to PUA 5-115 of the Public Utilities Act (now repealed), to file an annual report “on all procurement goals and actual spending for minority-owned, women-owned, veteran-owned, and small business enterprises in the previous calendar year.” Pursuant to Section 5-115 (repealed), reports were filed February 1, 2013, and February 1, 2014.
