Annual Utility Report on Work Performed by Minority, Women, Veteran-Owned and Small Business Enterprises

Section 5—115 of the Public Utilities Act (220 ILCS 5/5—115), which took effect on August 20, 2012, requires regulated gas and electric utilities that have 100,000 customers or more to submit an annual report “on all procurement goals and actual spending for minority-owned, women-owned, veteran-owned, and small business enterprises in the previous calendar year.” The statute provides that the goals and the actual spending for each type of enterprise are to be “expressed as a percentage of the total work performed by the regulated utility.” The initial reports are due by February 1, 2013, and later reports are due by February 1 of each subsequent year. As required by section 5—115, the Commission will publish the annual reports on its website and maintain them for at least five years.
