    Notice given that the Administrative Law Judge has completed a preliminary review of the application for an alternative gas supplier ("AGS") certificate filed by Stand Energy Company (“Applicant”) in Docket No. 12-0551, and hereby rules that the information described below shall be filed with the Chief Clerk of the Illinois Commerce Commission ("Commission") on or before October 19, 2012. The response to this ruling shall be verified and must be actually received by the date indicated, regardless of whether the response is filed with the Chief Clerk electronically or as hardcopy. Applicant shall also electronically serve a Word version of its response on the Administrative Law Judge (jvonqual@icc.illinois.gov) by the date indicated. 1. The Applicant must file a verified proof that it published notice of its application in the Official State Newspaper. [551.30(a)] This is not yet a deficiency since the Applicant has 10 days to file, but is included because it has not yet been done. 2. Part 551.100 requires the applicant to show that it has individuals on staff with four years experience in a management position with enterprise financial and administration responsibilities including profit and loss responsibilities and four years natural gas sales experience. The Applicant listed eight individuals for this section, but it was not clear from the biographies if any of them meet the requirements. The Applicant must clearly demonstrate which employees have the required years of experience to meet Part 551.100. 3. Applicant shall indicate whether it also seeks to be authorized to offer service in the Ameren service territory. If it seeks authority to offer service in the Ameren service territory, Applicant shall include in its response to this Ruling, revisions to paragraphs 9 and 11 of its Application.
