    Notice given that the Administrative Law Judge has completed a review of the application filed by Global Energy Services, LLC ("Applicant") on September 6, 2011 and hereby rules that the information described below shall be filed with the Chief Clerk of the Illinois Commerce Commission on or before September 23, 2011. The response to this ruling shall be verified and must be actually received by the date indicated, regardless of whether the response is filed with the Chief Clerk electronically or as hardcopy. Applicant shall also electronically serve a Word version of its response on the Administrative Law Judge (jalbers@icc.illinois.gov) by the date indicated. Technical Requirements - 83 Ill. Adm. Code 454.70 provides: a) An applicant shall be deemed to possess sufficient technical capabilities to provide agency, brokering or consulting services if the applicant can demonstrate that it has had experience in the electric industry of at least one year. b) The applicant shall include in its application an exhibit containing occupational background information on the persons who are being used to satisfy the requirements of this Section. There is no information in the application that clearly demonstrates Applicant has persons on its staff with experience in the electric industry of at least one year. Applicant is relying upon Mr. Malhotra’s business that sells coal to electric generating stations, and/or Mr. Smith’s experience with a Florida-based energy broker. However, selling coal for electric generation does not equate to experience in the electric industry, and energy brokers often deal only with coal or natural gas, and have nothing to do with the electric industry. Applicant should amend its application to clearly demonstrate that it has an employee or employees on its staff with experience in the electric industry of at least one year. The occupational background of any such employee(s) should be provided in compliance with Section 454.70. Notice served electronically to parties.
