    Notice given by the Administrative Law Judge that Oral Argument is scheduled for Wednesday, October 19, 2011 at 1:00 PM at the Commission’s offices in Springfield. Commissioners may participate via videoconference from the Commission’s Chicago office or by telephone consistent with the Commission’s rules. Consistent with Section 200.850(b) of the Rules of Practice, Oral Argument will be limited to parties having filed briefs in these Dockets. Notice also given by the Administrative Law Judge that in addition to the requirements contained in Section 200.850(c) of the Rules of Practice; the Commission herein sets the following additional guidelines: (1) The scope of Oral Argument is as follows: a. Rate base (including documentation of capital expenditures and whether there are any unexplained expenditures); b. The appropriate rate of return (including any potential adjustments to reflect quality of service); and c. Rate shock and whether any proposals to address rate shock are supported by record evidence. (2) Each party presenting Oral Argument will have 15 minutes to present on any or all of the topics listed above. The allotted time includes Commissioner questions and responses from counsel. Parties may reserve time for rebuttal. Unless parties have filed joint briefs in these Dockets, parties are prohibited from pooling or sharing their time allotment. (3) Irrespective of the issues listed above, the parties should be prepared to answer any question regarding the record or the pertinent law. (4) Parties intending to present Oral Argument must notify Anthony Star (astar@icc.illinois.gov) and ALJ Teague (steague@icc.illinois.gov) with a list of attorneys presenting on the matters for Oral Argument by 5:00 p.m. on Friday, October 14, 2011. (5) Any parties presenting arguments shall provide Mr. Star and ALJ Teague with exhibits, if any, that will be used for Oral Argument by 5:00 p.m. on Monday, October 17, 2011. (6) If an attorney is in need of an accommodation for any visual aid, counsel must inform Mr. Star and ALJ Teague by 5:00 p.m. on Monday, October 17, 2011, as to the specifics of the accommodation needed.
