On January 1, 2010, the Personal Property Storage Act 
("Law"), 240 ILCS 10, transferred
regulatory authority from Illinois Department of Agriculture to the Illinois Commerce Commission.
Companies engaged in the storage of personal property for compensation where access to the goods is controlled
must obtain a Personal Property Storage Registration from the ICC and conduct their operations in compliance
with the rules established by the Commission
